Alabama scraps high school graduation exam, replaced with end-of-year subject tests

New plan for 2011-12 year

THE BIRMINGHAM NEWS Friday, September 11, 2009

MARIE LEECH

News staff writer

The Alabama Board of Education Thursday approved an overhaul of the state testing regimen that includes doing away with the Alabama High School Graduation Exam and requiring all 11th-graders to take the ACT college entrance exam.

The plan, which the board approved 5-0 with three members absent, will be implemented by the 2011-12 school year.

Officials said the changes are meant to make the entire testing system more efficient, accountable and cost-effective. They will affect testing from the third grade up, but high school students will see the biggest changes.

Now, students have to pass at least three of five sections of the graduation exam to graduate from high school. If students do not pass the exam - even if they complete all their coursework - they do not receive regular diplomas.

The new plan will eliminate the exam, which takes 15 instructional days out of the school year, and replace it with regular end-of-course tests in the same subjects.

For example, the science portion of the graduation exam covers biology. Instead of having to pass that section on the graduation exam, students will take that portion of the test as a regular final exam at the end of their biology course.

The score on that final exam won't be the sole determining factor in passing the class or in graduation, said Tommy Bice, deputy state superintendent.

"It would be given as a final exam and wouldn't take any instructional days away from the students," Bice said.

The state also will require all 11th-graders to take the ACT college entrance exam, along with a writing assessment. The state will pay the $75 fee for students to take the ACT once. If students are not satisfied with their scores, it will be their responsibility to pay to take it again.

State school Superintendent Joe Morton said 74 percent of students take the ACT exam anyway, and he hopes requiring all students to take it will get some of the remaining 26 percent to give more thought to attending college.

Preparing for life:

The changes in testing came about not only as a way to save money and classroom time, but also to answer complaints that colleges and workplaces often have about Alabama students not being prepared for life outside high school when they graduate, officials said.

"The time taken away from the instructional day to give these tests is quite a bit," said state school board member Gary Warren, a former administrator for Haleyville city schools. "But it's also about work-force readiness. This will help our children prepare for life outside of high school."

Under the new plan, three other college and work-ready assessments will be added to the ACT:

Explore, ACT's college readiness assessment for middle-schoolers, will be taken by all students in the eighth grade.

The PLAN assessment, ACT's midway check of academic progress and college readiness, will be taken by all 10th-graders.

The WorkKeys assessment, measuring job skills, will be taken by all 12th-graders.

The cost of adding the four tests will be about $3.9 million, but Bice said he anticipates a $4 million saving from doing away with the graduation exam and other tests.

Claudia Williams, chief academic officer for Birmingham city schools, said the end-of-course tests make much more sense than the graduation exam.

"My problem with the graduation exam is that the focus for children who don't pass it is so great, and so much time is spent helping them to pass it, but it does nothing to prepare them for life outside of high school," she said. "The ACT at least prepares them for college."

Grades 3-8, too:

The state board also approved some changes to the way the state tests children in grades three through eight, including dropping all sections of the Stanford-10 Achievement Test.

Currently, students in those grades take the Alabama Reading and Math Test, portions of the SAT-10, the Alabama Science Assessment and the Alabama Direct Assessment of Writing. The testing takes up two weeks of instructional time in the spring.

Under the new plan, the four tests would be combined into one three-day test that would cost less to administer and give students a break from the pressures of a long, high-stakes testing period.

The new testing system will comply with the federal No Child Left Behind Act, officials said. The law requires that all students in grades three through eight and in the 11th grade be tested in reading and math. For high school students, the reading and math portions of the new end-of-course tests will be used to calculate whether the school made Adequate Yearly Progress, a term used when determining whether schools meet state goals in reading and math.

The ACT will not be used in determining AYP.

Board members were pleased with the new regimen's adoption.

"Testing consumes a lot of instructional days," said board member Betty Peters. "It gets very frustrating for teachers and principals to have to give all these tests. This seems much more efficient."
