STAFF DEVELOPMENT PROGRAM FOR EVALUATION OF INSTRUCTIONAL PROGRAMS AND PERSONNEL
The Board believes that the instructional goals and objectives of the school system can best be accomplished through effectively planned, performance-based evaluations. Effective evaluation requires trained evaluators; therefore, a staff development program shall be designed to build staff capabilities for personnel appraisal and for evaluation of instruction.
Teacher and other employee involvement in the design and implementation of an evaluation program is essential if the program is to be understood and successful. Staff development shall include all staff, local schools, systems staff including support staff.
A staff development program will be established by the Board's Administrative Area, working in conjunction with the Board's Support Operations
Area, through the Divisions of Personnel and Curriculum and Instruction which includes principals in their curriculum and instruction roles.
A product of a complete staff development program will be explicit, performance-based instructional guidelines and appropriate instruments to measure the performance of teachers and all staff, including local school and systems staff.
Realistic and appropriate time tables shall be established for staff development and shall take into account current personnel capabilities and budgetary considerations.
