DOUBLE PROMOTIONS FOR ELEMENTARY GRADES 1-6
Based on its beliefs that the school system exists for the benefit of the students as learners, the Board holds as part of its instructional program philosophy the concept of individualized learning.
In order to provide an atmosphere in which students can reach their potential, the Board shall consider for double promotion an elementary student who has demonstrated superior performance in relation to the student's own ability and in relation to the student's peer group's ability. A double promotion shall place the student one grade higher than a grade advancement of normal progression.
A student being considered for double promotion must be functioning at the grade level of the grade into which he is being considered for double pro- motion in all academic areas of instruction, as determined by achievement test scores or criterion reference testing results. The student must also demonstrate an emotional stability and maturity commensurate with that of the grade level into which the student is being considered for double promotion.
A local school review team, composed of but not limited to the student's parent or guardian, teacher and a representative of the Division of Curriculum and Instruction, under the direction of the principal, shall review all matters--academic, social, psychological and physical--bearing upon the anticipated success of the student in the higher grade. The school review team will make its recommendations to the principal and the Director of Student Services for a final decision.
