CONTROVERSIAL ISSUES
The Board recognizes that controversial issues are an inherent part of our democratic tradition and a knowledge and understanding of these issues are an indispensable part of education. The Board further recognizes that the teacher holds a position of authority and respect in the classroom and community and by virtue of that position has great influence on the formation of a student's values. Every teacher, although having the right to express personal views, has a responsibility to refrain from an excessive expression of personal views during the instructional program. Controversial issues may be included in the instructional program provided fairness and objectivity are observed. In order to discuss such issues, students should have access to relevant and educationally significant materials.
Teachers should expose students to the principles and techniques of the scientific method and should present opportunities for application. They should help students develop ideals of truth and honesty and should establish an environment that allows for the expression of opinion differences without fear and hostility and with respect for all viewpoints. Constitutional guarantees of due process and freedom of speech shall continue to be observed.
Teachers shall encourage the suspension of judgement and conclusions until all relevant and significant facts have been assembled, examined, and checked for accuracy. Using the method of critical analysis, they shall seek to develop in students an appreciation and responsibility for their beliefs, opinions, attitudes, and actions, along with an understanding of their responsibility to conduct themselves according to democratic beliefs and ideals.
