PRESENTATIONS TO THE BOARD BY INIDIVIDUALS AND GROUPS
Because the Board of Education, representing the people of Jefferson County, is the policy-making body for operation of the public schools of Jefferson County and its decisions on complex matters ought to be made with possession of complete information and to permit mature deliberation, the Board shall act only on items which are on its meeting agenda.
Prior to adopting policy or taking legislative action, the Board shall seek to obtain all information available pertinent to the issues involved.
An important source of information shall be the citizens of Jefferson County and the Board shall encourage community input into its deliberations.
Individuals or groups wishing to make presentations to the Board shall make advance request, before the meeting if possible, and preferably through procedures established for Board Committees in JCBE/POLICY FILE:
173.3. If at all possible, presentations shall be designated on the written Board Committee agenda. Any item presented to the Board Committee which is not on the agenda shall be presented and the Board Committee shall take that item under advisement.
In the event no previous request to speak to the Board has been made, recognition from the floor of the Board meeting, at the discretion of the president, may be granted. Such factors as time, agenda and urgency of the request shall be weighed by the president in making the determination.
To ensure that presentations shall be as effective as possible, no undue interruptions shall be made while someone is speaking to the Board except by the president or presiding officer.
Any item presented to the Board, which is not on the agenda, shall be presented and the Board shall take that item under advisement for disposition at a subsequent meeting.
